Planning Commission
The Planning Commission will receive the public’s comments on the proposed Mid-Century General Plan, Crossroads Specific Plan, and Final Environmental Impact Report (EIR) at its meeting on:

Tuesday, November 14 at 7:30 p.m. in the City Council Chambers (5938 Kauffman Avenue)

The Commission and members of the community will receive a presentation on the proposed Plans and staff’s recommended changes to the draft Plans given the community’s input.  Following the presentation, the Commission will receive comments from the community and make a recommendation to the City Council on whether to certify the EIR and adopt the draft Plans.

A copy of the Planning Commission staff report will be available on Friday, November 10.  To review the changes proposed by staff, the Draft General Plan, the Draft Specific Plan, and the Final EIR see the Library page.  For more information, contact Planning Manager Scott Reimers at (626) 656-7316, or email planning@templecity.us.

The General Plan Advisory Committee (GPAC) met on Monday, October 23 at 7:30 pm to review the public comment received over the summer on the Draft Mid-Century General Plan, Crossroads Specific Plan, and the Environmental Impact Report (EIR).  The Committee also reviewed staff’s recommended changes based on the community’s input.  The Committee recommended that the City Council approve the proposed Plans and the EIR.  For a copy of the GPAC agenda, staff report, please see the

Over two years of intensive work with the Temple City community has culminated in the publication of the Draft Mid-Century General Plan, Crossroads Specific Plan, and Environmental Impact Report. Continuing our commitment to engage the community in developing plans that are truly reflective of its values and distinguish the City as a special place to live, work, and play, we held two meetings so that the public could learn about these plans, how they will affect members of the community, and how the public can provide final input as they are adopted. Notes, video, and photos from the public meetings can be found in the Library tab.

  • The Mid-Century General Plan and Crossroads Specific Plan will be available Friday, June 16.  The documents will be available in the Library tab.
  • The Draft EIR will be available in the Library tab Monday, June 19. The public can submit comments on the Draft EIR from June 20th to August 3, 2017.
  • Notes, video, and photos from the public meetings can be found in the Library tab.

Scoping Meeting
September 29, 2016

The Environmental Initial Study for the General Plan and Specific Plan was published on Monday, September 19.  The Initial Study is the first step in the environmental process and is used to determine which environmental categories will require additional study in the Environmental Impact Report (EIR).  The EIR Scoping Meeting for the draft General Plan and Crossroads Specific Plan was held on Thursday, September 29th at 7:30 pm in the Temple City Council Chambers, 5938 Kauffman Avenue.

Joint PC/GPAC Meeting
August 30, 2016

On Tuesday, August 30th a joint Planning Commission – General Plan Advisory Committee (GPAC) meeting was held to kick-off the zoning code update process.  City staff and the consultant team began the meeting with an update on the status of the General Plan and Specific Plan before diving into the zoning code update.  Topics covered included an overview of the code update process and schedule, common elements of a zoning code, and a series of general, substantive, and administrative discussion questions.

Crossroads Specific Plan Community Meeting
November 5, 2015

On Thursday, November 5, 2015 a Community Meeting was held to discuss the future of the Crossroads Specific Plan area. The event began with a presentation on the Specific Plan process and some preliminary visions for the future of the planning area. Attendees were then able to participate in a color dot voting exercise to help decide:

  • What uses should be developed?
  • What amenities should be included?
  • What should be the character of development?
  • Where should new uses be located?

Youth Committee  Meeting
February 26, 2015

On Thursday, February 26, 2015 Temple City’s Youth Committee met at the Temple City Community Room to learn about the Mid-Century Plan, the visioning process, and a description of different land use categories. The Committee then participated in a small group mapping exercise, where they:

  • Identified community areas where existing uses (housing, commercial, open spaces, etc.) will be conserved;
  • Identified areas in which new housing, commercial, or other development may be located, and
  • Identified possible land uses that may be located in those areas

Camellia Festival
February 21-22, 2015
Temple City Park

Through both rain and shine, Temple City residents and visitors stopped by the General Plan booth at the 2015 Camellia festival on February 21st and 22nd. Colored building blocks and maps of two key Temple City areas provided an opportunity for community members of all ages to build their “ideal Temple City” and picked up a custom-designed Mid-Century Plan picture frame magnet.

Community Meeting
February 12, 2015
Live Oak Park Community Center

Thank you for joining us for the First General Plan Community Meeting!

On February 12, 2015, Temple City held its first General Plan Community Meeting at the Live Oak Park Community Center, with approximately 40 attendees.  Community members learned about the Mid-Century Plan schedule, participation opportunities, the visioning process, and participated in a small group land use activity. Participants helped to determine land use alternatives for 17 opportunity areas established by the General Plan Advisory Committee, specifically:

  • Community areas where existing uses (housing, commercial, open spaces, etc.) will be conserved;
  • Areas in which new housing, commercial, or other development may be located, and
  • Possible land uses that may be located in those areas

Lights On Temple City Vision Booth
December 5, 2014

On December 5th, 2014 during the Lights on Temple City Holiday event, the Mid-Century Plan team set up a Vision Booth to find out what community members would like to “gift” Temple City in 2050.  After reading the Vision Statement and 7 Guiding Principles (listed below), Temple City residents and visitors selected one of the 7 “guiding principle” gift tags and wrote their visions for Temple City in the future. Nearly 100 “gifts” were given to Temple City during the event, which helped to guide the visioning process for the Mid-Century Plan.
